Do you mean that your Cockatiel doesn’t drink or that he just don’t want to bathe in there?

If Preston just don’t want to bathe in there, I would just try to use the spray bottle instead. A lot of birds love that actually.

Hmm, so there is preening, that’s totally normal. Preston is just cleaning his feathers. However, if he plucks the feathers he might have psychological problems. Most of the times birds do that when they are lonely.
